IMPORTANT CRCBR BULLETINS

NCAR Assessment Invoices have been sent
In June, the NCAR Board of Directors voted for a one-time dues assessment to replenish the Issues Mobilization Fund, which is a defense fund used to assist in the protection of private property rights (this fund has been used for the recent battles on Transfer Taxes across the state).  Their decision to assess all members resulted after more than six months of extensive study and debate. From that, a consensus was formed that this fund must be properly financed in order to be able to react quickly when our industry is attacked. This assessment allows us to do that.  CRCBR's Board understands that the economy is impacting everyone but believes this is the time for a united front on industry issues.  Thus, in a momentous action, the CRCBR Executive Committee voted to show their financial support of our members while also supporting the Issues Mobilization Fund.  CRCBR has agreed to pay half of the cost of the Assessment ($25 per person) for all of our members who pay by September 30th, 2008.

Broker-In-Charge Annual Review (CE Approved)

The 2008-9 BICAR will cover distressed sellers, short sales and foreclosures. Lending laws, loan fraud and Broker-In-Charge requirements will also be discussed. The BICAR Course is a mandatory elective for all brokers-in-charge who wish to remain a broker-in-charge as of July 1, 2009 for the 2009-2010 licensing period. Only licensees who are brokers-in-charge or who are broker-in-charge eligible will receive continuing education credit for this course.

Ethics

ETHICS WILL BE DUE AGAIN ON DECEMBER 31, 2008!
To satisfy NAR requirements, all REALTOR® members of CRCBR must take an ethics class before December 31, 2008.  If you have taken an ethics since January 1, 2005 you are exempt from taking the class.  However, if you last took the ethics class in 2004 or earlier, you MUST take an ethics class to continue CRCBR membership.

Anyone who has taken an ethics class not sponsored by CRCBR must fax, email, or mail a copy of their Certificate of Completion to Emily Crespo.  An online ethics course is available, but does not count as CE credit.  Brokers-in-charge are encouraged to take the online course in order to prevent attending a third class during the licensing year.  For online instruction, Click Here.  If you have any questions about the ethics requirement, please contact CRCBR.

ONLINE ETHICS TRAINING

There are two online ethics training courses available on www.REALTOR.org.  Each course meets the specific criteria and learning objectives required for either new REALTORS® or existing REALTORS® as established in the Statements of Professional Standards Policy #47 - New Member Orientation Program, and #48 - Quadrennial REALTOR® Ethics Training found in the NAR Code of Ethics and Arbitration Manual.  These courses do not count as an elective for your license.

Classroom Central � School Tools Campaign
It seems that summer just began, but the start of school is right around the corner. The 12th annual School Tools campaign, a partnership between Classroom Central, Communities In Schools and WSOC-TV, provides school supplies to Charlotte-area children who do not have the necessary tools to make a successful start in school. You can help three easy ways: collect school supplies within your business; leave school supplies at your mailbox on Saturday, August 23, for your letter carrier to pick up; or make a $35 contribution to Classroom Central, which will equip one student with a backpack filled with school supplies. Committee of 21
A task force of business, civic, environmental and neighborhood leaders has been created to find solutions for the future of the roads in Mecklenburg County.  The Committee of 21's purpose is to
1.  Prioritize top and local state roads needs in Mecklenburg  County
2.  Identify and build consensus around a long-term funding option to build local and state roads in Mecklenburg County

North Carolina General Assembly � 2008 Short Session Update
The 2008 Session of the General Assembly adjourned on July 18th, but not before taking action on important legislation greatly affecting REALTORS�.  Over the next few weeks, the Government Affairs Department staff will prepare and distribute a detailed summary covering all the legislation considered during the 2008 session.

Here are a few of the bills that the General Assembly took final action on last week that are currently awaiting the Governor�s signature:

HB 2623 (Emergency Foreclosure Reduction Program), http://www.ncga.state.nc.us/Sessions/2007/Bills/House/HTML/H2623v3.html.

HB 2463 (Regulate Mortgage Services), http://www.ncga.state.nc.us/Sessions/2007/Bills/House/HTML/H2463v3.html.

HB 2188 (Earlier Notification of Mortgage Servicer Fee), http://www.ncga.state.nc.us/Sessions/2007/Bills/House/HTML/H2188v2.html.

SB 1924 (Require Carbon Monoxide Detectors), http://www.ncga.state.nc.us/gascripts/BillLookUp/BillLookUp.pl?Session=2007&BillID=S1924.

SB 1967 (Improve Coastal Stormwater Management), http://www.ncleg.net/Sessions/2007/Bills/Senate/PDF/S1967v2.pdf.

Another piece of legislation, SB 845 (Amend Env. Laws/Env. Tech Corrections 2008) http://www.ncga.state.nc.us/Sessions/2007/Bills/Senate/HTML/S845v3.html, was passed by the General Assembly last week and included several revisions to various environmental bills.  One revision was to prevent any coastal stormwater rule, other than what is set out in SB 1967, from taking effect before
October 1, 2011.  Another provision deletes a previously enacted provision that would have required that at least 20% of parking areas, including driveways, be made of pervious, or porous, pavement.  This requirement was replaced with a provision that exempts parking areas of less than an acre, that exempts development in areas of the state already covered by some form of stormwater rules and provides alternative means of compliance.  This provision goes into effect April 1, 2009

HB 2499 (Drought/Water Management Recommendations), http://www.ncga.state.nc.us/Sessions/2007/Bills/House/HTML/H2499v5.html, was drafted based on Governor Easley�s recommendations. During the negotiations, various amendments were adopted including one to prevent any regulation of private wells.  This bill was approved by the full General Assembly and has been sent to the Governor.

HB 2787 (Future Conveyances/Special Assessments), http://www.ncleg.net/Sessions/2007/Bills/House/PDF/H1770v5.pdf, is intended to assist local governments and developers in meeting their infrastructure demands by allowing local governments to borrow money and use their existing authority to issue assessments to pay off the debt. There is an elaborate process that must be followed that requires public support for the project and limits assessments to only properties that are benefited by the infrastructure being constructed.

Furthermore, an adjusted $21.4 Billion budget was passed that includes an unprecedented $857 Million in new debt; principally for new construction on UNC Campuses and expanding North Carolina's prison capacity.  A summary of others bills passed during this session can be Found Here.

Do you know about the REALTOR® Political Action Committee?
The North Carolina REALTORS® Political Action Committee (NC RPAC) is a non-partisan committee organized for the specific purpose of raising funds to support political candidates of all parties at the local, state and federal levels of government.  NC RPAC exists through the voluntary contributions of members, their spouses, and families of NCAR. NC RPAC was established by NCAR in recognition of the need to increase political activity and awareness among members, and to protect the interest of the real estate industry in the political arena.  You can be a large or small contributor to NC RPAC. However, we encourage every REALTOR® to give at least $25. NC RPAC contributes these funds to the campaigns of candidates at all levels of government. Of the contributions received, 30 percent of the funds are sent to the National RPAC and 70 percent stay in
North Carolina to fund local and state candidates. Your voice is heard through the impact of your NC RPAC dollars.  We take great pride in the fact that NC RPAC consistently is the No. 1 business PAC in the state! It is essential that we are able to support the candidates that will fight for REALTOR® issues when elected. REALTORS® are under constant threat of sales tax on your commissions, higher taxes on your business, and increased real estate taxes. Your RPAC contributions are the key to our being able to make a difference in the Legislature.

CRCBR has kicked off its annual RPAC Campaign this month, and we ask that you consider contributing to this important organization! With the funds received, RPAC is able to assist us in local, state, and national issues that affect REALTORS®.

4. You will then come to a page with a Contribution Disclosure
      a. Click "I have read the Disclosure" and "I agree"
      b. Choose the Board of REALTORS® that you would like to give credit (CRCBR)
      c. Click submit
5. Complete the online contribution form

If you do not know your NRDS#, email info@crcbr.org.  For further information on NC RPAC, or to mail in your contribution, please click HERE.

All trainings are for current subscribers to the system.  In order to sign up for a training, please sign into www.charlottecpe.com, and click 'Sign up now for a training session' from the main page.  Classes are free, but pre-registration is required.  A confirmation email will be sent to your attention 2 days before the course.  Thank you for your continued support of CRCPE!
